Requirements

The sale of tobacco and other nicotine products at a public event is subject to authorisation. You may only start selling tobacco products after the municipality has issued a sales permit. For more information on how to apply for a retail sales permit, please visit the website of Valvira (National Supervisory Authority for Welfare and Health), where you will find instructions for an electronic or, alternatively, a written application.

The application also includes information on the nicotine liquids to be sold. The start of the sale of nicotine liquids can also be notified in the case of an already licensed retail outlet for tobacco products. Vehicles that are used to circulate from one event to another and from which tobacco products or nicotine liquids are sold while the vehicle is parked must also apply for a licence from each municipality where a point of sale is located.

The sale of nicotine products (substitute products classified as medicines) is also subject to a separate application form. The form and information on tobacco sales can be found on the Valvira website.

Smoking Areas and Bans at Events

By law, smoking is prohibited in the spectator areas of public events. Smoking may be permitted in designated smoking areas outside the spectator area of the event. The event organiser must ensure that the ban is enforced. The smoking ban and any smoking areas must be clearly indicated and marked. In addition, enforcement may be ensured, for example by instructing security guards to intervene if necessary.

Smoking is prohibited in the outdoor areas of day care centers, pre-primary, primary, vocational or upper secondary education establishments where public events are taking place.
