The Land Use and Building Act (132/1999, MRL) states the general conditions for construction, essential technical requirements, as well as the permit process and official supervision of construction.

A municipality must have a building regulation plan, that states the regulations necessary for planned and suitable construction, taking into account local conditions, cultural and natural values, and the preservation of a good living environment. The regulations may vary in different parts of the municipality. The regulations do not apply if a legally binding master plan, a local detailed plan or the Finnish Building Code states otherwise.

Building supervision guides and assists in many ways those who are starting construction projects. The building inspectors are best reached from Monday to Thursday, between 10 AM and 12 PM, otherwise by appointment.
