Early childhood education and care refers to the care and education of children under school age. Early childhood education is subject to a fee. The fee depends on the family’s circumstances.

Changes to Early Childhood Education Fees

Changes to early childhood education fees are coming on 1.8.2024. In Rauma, hourly rates will also change:

  • 0-85h/mo is a 60 % fee
  • 86-112h/mo is a 75 % fee
  • 113-140h/mo is a 90 % fee
  • yli 140h/mo is a 100 % fee

How Much Does Early Childhood Education Cost?

Early childhood education fees are influenced by the size and income of the family and the child’s early childhood education and care time, which is agreed in a fee agreement. You can fill in the agreement with the director of the daycare center or return it electronically as an eForm. The fee is based on the law.

If the family size is larger than six, the income limit is increased by €275 per minor child.

  • From 1.8.2024, the maximum fee for the first child (the youngest in the family) will be €311/month and the minimum fee will be €30/month.
  • For the second child, the maximum contribution is 40% of the contribution for the youngest child, i.e. up to €124.
  • For the following children, the fee will not exceed 20% of the fee for the youngest child.
  • If the family’s combined income is below the income threshold, no fee is charged.
  • The fee percentage is 10.7%. The contribution is calculated by first deducting from the family’s gross income the minimum income for the family size and then applying a fee of 10.7%.

Family means people who live together and share a common household. A family includes children under 18 years of age.
Income includes, for example, wages and salaries and rental income.

The fee is calculated on the part of the family’s income that exceeds the income threshold. The amount of the contribution is also affected by the length of time the child is looked after.

  • For subsequent children, the contribution is 20% of the contribution for the youngest child.
  • If the family’s combined income is below the income threshold, no fee is charged.

Example of Early Childhood Education Fees From 1.3.2023

A family consists of a father, mother and two children.
The family size is 4.
The children are in full-time early childhood education.

The family’s combined income is 6000 euros.
The income limit for a family of 4, which is 5,675 euros, is deducted from the income.
6000-5675= 325 euros

Fee amount
1. child: 10,7 % x 325 euros = 35 euros a month for full-time early childhood education.
2. child:
 40 % x 35 euroa = 14 euros a month, this charge is not collected, because it is less than the minimum 28 euros.

If a child is on a 0-92h (60%), 93-115h (75%) or 116-150h (90%) contract, the fee is based on that percentage (calculated from the full-time early childhood education fee).

1. child: full-time early childhood education would cost 35 euros per month, with a 92h/month contract: 60% x 35 euros = 21 euros per month, no charge because it is less than 28 euros.

2. child: full-time early childhood education would cost 14 euros per month, with a 92h/month contract: 60% x 14 euros = 8 euros per month, no charge because it is less than 28 euros.

Report Your Family’s Income to the City

No income statement is required if the family agrees to pay the highest fee. The highest fee can be accepted in the application, in the fee agreement or by sending an email to varhaiskasvatusmaksut@rauma.fi.

Income from wages can be requested directly from the Income Register, but it is the responsibility of the guardian to declare any benefits received by the family (paid by Kela or the unemployment fund) and any capital and business income (statement + tax decision).

In the absence of income information, the highest fee will be applied. As a general rule, no retroactive correction will be made.

Make a fee agreement with the director of the daycare center or the family daycare supervisor before the child starts attending early childhood education and care. Provide all the necessary information within two weeks of the child’s placement in early childhood education and care.

A maximum fee may be set if the carer has not declared the family’s income.

Always make a new declaration of income in the following situations:

  • Your family’s income changes.
  • Your family size changes.
  • Childcare hours change.

You will receive a decision on your early childhood education fee via the eService. In the eService, decisions are archived in the order in which they were received. You can also choose to have the decision sent by post.
